Register a beta voice container for the AI Benefits Coach join API.

The voice process is python -m app.av.bot in the GIS abc_worker repo. It is the same image as the text worker and a second container. Do not change the text worker command.

Scope

New catalog app abc_voice, repo GIS/abc_worker, branch Development, compose file docker-compose.voice.yml, migrate_cmd: true.
host_apps on adama, roslin, starbuck, apollo, and ai-server-4080. Beta port 8020 (8014 is monica_site, 8017–8019 are taken).
Document the port, the NPM host, and the secret file. Ansible does not configure NPM.

NPM (manual, after this merges)

Host: https://beta.abc.voice.aimloperations.com
Upstreams: :8020 on all five webservers. Balance this URL. Do not balance LiveKit.
abc_be secret: WORKER_AV_URL=https://beta.abc.voice.aimloperations.com

Secret

~/Documents/secrets/abc_voice/abc_voice_beta.env (mode 600). Copy abc_worker_beta.env, then set VOICE_ENABLED=true, CARTESIA_API_KEY, and the LiveKit keys. Same JWT_SECRET and abc_be_beta database. No second database.

Base branch: master.

Deploy will fail until that secret file exists.
